Appointed assistant superintendent was in Howard system

Harford County Public Schools has named Roger L. Plunkett, 51, a 31-year veteran of the Howard County public schools, as the new assistant superintendent for curriculum and instruction.

He was appointed by the Board of Education at its business meeting Monday to succeed Gerald E. Scarborough, who is retiring tomorrow after 37 years with HCPS.

Plunkett, a former teacher and department chair at Howard High School, has also been assistant principal at Hammond High and principal at Atholton and Wilde Lake high schools. He was named Howard's assistant superintendent for school administration in 2000, and the business, community and government relations officer in 2006.

He will leave the latter position July 14 to take over his new job in Harford, which includes reviewing and administering all curriculum and instructional programs in the school system.

"Mr. Plunkett brings to this position a wealth of experience in school- and system-level administration," said Harford Superintendent Jacqueline C. Haas, who recommended his hiring to the board. "His experience with curriculum development, professional development and curriculum and program implementation will ground him in his new position here in Harford County."

A native of Baltimore and graduate of Dunbar High School, Plunkett will defend his dissertation on organizational leadership this fall as the final step toward receiving his doctorate from the University of Maryland, Eastern Shore.

He earned his bachelor's degree at Morgan State University in 1977 in English education and French and his master's in educational administration at Loyola College in 1983. He also has been a graduate instructor at the Johns Hopkins University since 1995.

Plunkett is a past winner of the Milken Award for Educational Excellence and was a Maryland PTA Educator of the Year. He also has been a Howard County Chamber of Commerce Educator of the Year.

"From my experiences as a teacher, assistant principal, principal, and central office administrator, I have gained a wealth of knowledge to ensure that all children have the opportunity for a quality education," Plunkett said. "Tremendous growth is expected in Harford County over the next decade, and I look forward to collaborating with the entire Harford County professional learning community in helping to move a good school system to a great school system."

He and his wife, Debora, have two children.
